State of Vermont permits construction of all new or replacement waste water disposal systems or connections, and drilled well potable water supplies or water system connections.

Permits are required under most circumstances when:

subdividing lots
-
constructing a new potable water supply or waste water disposal system
-
modification or replacement of water or waste water systems
-
construction of a new building or structure
-

modification of a building such that water flow is increased (adding bedrooms)
-
connection of a new building or structure to an existing water supply or wastewater system
-
change of use of an existing building or structure in a manner that increases water or wastewater flow
-
creation of a campground
-
modification of a campground
-
use or operation of a failed water supply or waste water disposal system
-
commencement of construction of any of the above.

Permits are issued in response to an application, filed by a State licensed waste water consultant on behalf of the landowner(s), which includes
-
soils analysis for on site waste water disposal systems
-
a topographical survey of the proposed waste water disposal and building area shown on a scaled drawing
-
design of proposed components
-
details of equipment and pipe lines to be installed
-
property parcel information
-
design flow
-
owners name(s), address(es), signature(s)
-
latitude and longitude of land parcel
-
description of adjacent properties including water and waste water systems
-
evidence of easements where systems or sources are located off lot
-
description of hazardous sites where the potable water supply will be within one mile of such sites
-
identification of water source protection areas where such areas include the waste water disposal area proposed for the project
-
identification of wetlands or water courses which could affect the project design
-
name of sewage system and letter showing the capacity is available where project will be connected to a public or private waste water system.

Issued permits are posted by Agency of Natural Resources on the internet in a searchable database
-
Permits are recorded in the Town land records
-
Permits do not expire but can be modified as situations changes
-
Permits are passed with the ownership of the land
